After download please run the TVE-Eval.exe program, which will install

Requirements
Turbine Video Encoder is compatible with Windows Vista, Windows XP, Windows 2000 and Windows NT 4.0 (SP3 or later). Since video compression is a very processor intensive operation, and while Turbine will run on most current Pentium class computers, the following minimum system requirements are suggested:
1 Ghz Intel compatible processor, 128 MB memory and 30 MB free disk space
QuickTime Full installation to encode QuickTime video and image formats
